A while back i had a major engine catastrophe. well the piston punched the valves and broke off both exhaust valves, twisted the piston in the cylinder, broke the rod in two, etc... anyway i finally got around to fixing everything and i started to put it in time and i noticed both gears spun on both cams, so im wondering if i get both gear marks lined up and the lobes at 10 and 2 o'clock if that would hurt anything to run? do i really have to have a degree wheel or can i just eyeball it? also has anyone ever tack welded the gears on the shafts? or should i just buy some used cams from somewhere?

You are joking right?  You smoked a motor from being out of time and now you want to just eyeball the timing?  As for the cams they either need sent out to be set and welded or a new set should be bought.

I would buy some used cams before I trusted those again. Don't eyeball the timing it needs to be right on. Yes people have tack welded the gears in place. If they are not right on you risk the same disaster as before.
